UK Councils Plan to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a latest study of local authorities, UK councils are preparing to offload social clubs, sports centres, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in the UK stated that six out of ten of councils are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Councils have in the past faced criticism for selling public land and land to shore up their budgets, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

The group said that a high proportion of authorities seeking to raise money from a quick sale of holdings represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials stated they would focus on service redesigns and utilising savings to weather increasing financial challenges.”

Specific Examples of Planned Sales

One local authority in southeast England announced its property management strategy featured the disposal of a retail complex in Rainham and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the plan.

Local Levy Increases and Broader Financial Pressures

This research of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to increase local levies next April to cover the rising cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

The authority explained it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these require time to deliver both better provisions and financial savings,” said Vince Maple.

He continued: “We face demographic pressures which will persist to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

A survey of county councils this week further found local finances being stretched by the increasing figures of children and older individuals requiring Send support.

A network of councils projected that council deficits will hit £4.4bn a year by 2029, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the Send system until next year after a white paper setting out those reforms has been postponed.

Deprivation and Funding Gaps

According to the latest deprivation measures (IMD) for English councils, several participating urban areas were included in the most deprived in England.

  • “Member cities like several major towns place in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“While only a single urban area is among the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of England. The figures highlights the extent of difficulties facing local leaders across key cities in the coming year,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable funding system that accounts for and responds to the actual extent of deprivation and need,” said Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have cut or compromised care services in the past 12 months, the study revealed.
